Who We Are
CAS Governmental Services, LLC (CASGS) is a full service governmental consulting firm. We are an independently partnership owned company. Our team of professionals is comprised of highly trained, experienced lobbyists, fund acquisition specialists, and trained administrators. Each of the CASGS team that will serve has but one goal, and it is to provide a second to none, track record of monitoring legislation and to work with sponsoring legislators to alleviate detrimental portions of legislation to local government. Just as importantly, we know and fully understand the process to provide bill language or to provide amendment language that is favorable. CASGS serves almost 100% small and rural local governments. However, we do participate as needed in some private company representation.
Mr. Dale Milita, our firm’s president, has over 30 years in public service, legislative lobbying services and special appropriation, acquisition of unanticipated revenues and grant administration. Dale has served as a Medical Special Taxing District COO and as a Hospital Administrator, a City Manager and a County Manager. Dale understands the needs of local government from both sides of the diaz.
Ms. Connie C. Vanassche, is Vice President and Managing Member of CASGS. Connie, over the 18 years with the CASGS team, has formed the best networks available in all of the State to provide local government with the resources to become eligible for special legislative appropriations, grants and other fund acquisition projects. She serves as an outstanding member of the CASGS Lobbying Team in Tallahassee and travels to Washington, DC, as needed, working within the relationships of long term associations. She is the catalyst that “makes things happen.”
Mr. James R. Spratt has over 10 years’ experience working with nearly all State Agencies in Tallahassee. He has developed networks, relationships, and associations that greatly enhance the success of any project or legislation. Jim serves as the Legislative Director and Vice President of CASGS. Over the many years of lobbying, Jim has developed in-depth experience working with local government and the private sector as well. He has hands on in-depth experience in the needs of agriculture. Jim Spratt is considered one of the best, of the best in the appropriations sector.
