Ms. Connie C. Vanassche, is President and Managing Member of CASGS. Connie, over the 18 years with the CASGS team, has formed the best networks available in all of the State to provide local government with the resources to become eligible for special legislative appropriations, grants and other fund acquisition projects. She serves as an outstanding member of the CASGS Lobbying Team in Tallahassee and travels to Washington, DC, as needed, working within the relationships of long term associations. She is the catalyst that “makes things happen.”
Mr. James R. Spratt , our Legislative Director and Vice President, has over 10 years’ experience working with nearly all State Agencies in Tallahassee. He has developed networks, relationships, and associations that greatly enhance the success of any project or legislation. Jim serves as the Legislative Director and Vice President of CASGS. Over the many years of lobbying, Jim has developed in-depth experience working with local government and the private sector as well. He has hands on in-depth experience in the needs of agriculture. Jim Spratt is considered one of the best, of the best in the appropriations sector.
Ms. Andrea Borden Cole, Vice President, brings us a wealth of experience in grant research, grant writing, and administration, with a proven ability to turn opportunities into successful, fully funded projects. Over the years, she has worked closely with engineers, contractors and project teams to guide grant-funded initiatives from concept to completion — ensuring compliance, accountability, and meaningful impact for the communities served.
Her strengths include seeking out strong funding opportunities, coordinating with partners, and handling the details that turn grants into real, completed projects. Andrea’s deep understanding of both the technical and strategic sides of grant services makes her an asset to our clients and our team.
